What is Non-Emergent Medical Transportation (NEMT)?
Non-Emergent Medical Transportation (NEMT) is free transportation to and from covered non-emergency medical appointments or services. NEMT is only available when a Health First Colorado (Colorado’s Medicaid Program) member has no other means of transportation. NEMT services are coordinated by a State Designated Entity (SDE).
As of September 1, 2019, IntelliRide will be the new broker for Health First Colorado’s NEMT benefit. In Colorado, 14% of Medicaid enrollees had to cancel an appointment because they couldn’t get transportation to their doctor’s office. Patients who are elderly, disabled, or live in rural areas are especially affected by transportation issues.
We’re organizing to advocate that our government enact robust internal oversight of the NEMT vendor, IntelliRide, including the creation of an independent community advisory board.
Our vision for success is that all Medicaid recipients who qualify for NEMT have access to safe, accessible and timely transportation services to and from their appointments by trained professionals.
Everyone has the right to live in conditions that support optimal physical and mental health, which means being able to see a doctor when we need to with reliable transportation.
We are organizing for a future where more equitable policies benefit everyone, so each and every Coloradan has access to the services, resources, support, and transportation they need to live their healthiest lives. As we work toward that goal, we need to understand what people in our faith communities are experiencing related to health and health care.

Most Health First Colorado members who have no other means of transportation may qualify.
Members under the following Health First Colorado programs do not qualify:
- Old Age Pension – State Medical Program (OAP SMP)
- Qualified Individual – 1 Medicare (QI-1)
- Qualified Medicare Beneficiary (QMB)
- Special Low-Income Medicare Beneficiary (SLMB)
Note: Child Health Plan Plus (CHP+) is not a Health First Colorado program and is not eligible for NEMT services.
